Neth-ER has published its recommendations for integrating dual-use research and innovation (R&I) into Horizon Europe 2028–2034 (FP10). On behalf of the Dutch knowledge sector, we highlight the key conditions that must be met if the programme is opened up to dual-use R&I.


Neth-ER publishes recommendations for dual-use R&I in Horizon Europe 2028–2034

With just 15 months to go until the start of Horizon Europe 2028–2034, the research and innovation community (R&I) urgently needs clarity on how dual-use R&I will actually be implemented in the programme.

  • What exactly do the EU institutions mean when they refer to dual-use projects, and how does this relate to the existing Dual-Use Export Control Regulation?
  • What does working on a dual-use project mean in concrete terms for researchers and institutions when it comes to international cooperation, possible restrictions on publication and research security requirements?
  • And how will the Commission ensure that all of this remains workable in practice? What support can institutions count on and what will they need to take on themselves?

Rather than wait for the answers, Neth-ER has today published its recommendations for integrating dual-use R&I into the next Framework Programme.

 

The paper sets out what researchers and institutions need for this to be workable in practice, so that if Horizon Europe is opened up to dual-use R&I, it becomes a genuine option rather than one that exists only on paper.
